The Literacy Coalition of Onondaga County Action Agenda, 2008

Objectives
- - - - - - - - - - - - - - - - - -

  1. Countywide Plan: An Onondaga County Literacy Plan that will serve as the blueprint for all community activities supporting efforts to raise literacy levels.
  2. Coalition Development: A Literacy Coalition and governance structure will guide the implementation of the Literacy Plan and its action agenda years one through three.
  3. Capacity Building: The Literacy Plan will identify clear targets and specific strategies to increase the number of students at all ages successfully completing literacy program activities and raising literacy levels.
  4. Program Development: The Literacy Plan and Community Indicators of Literacy by definition demand new program development activities to achieve higher levels of literacy across the community.
  5. Fund Development: Led by the Central New York Community Foundation through 2010, the Literacy Coalition will pursue sustainable funding.

Resource Development

a. Organize a Fund Development Committee of the Literacy Coalition of Onondaga County
b. Develop a funding strategy using data from the Funding Analysis
c. Develop mechanisms for fund development and distribution

Professional Development

d. Create a training hotline (information and curriculum support center) for literacy instructors and volunteers in partnership with existing community organizations
e. Economic development focus: assist trainers, HR professionals and literacy providers to infuse business needs into training curriculum to meet employer’s specific targeted competencies and provide a measurable return on investment
f. Develop online distance learning /self study; and include a support system of online assessment, monitoring, coaching and support for program completion

Performance Measurement

g. Establish quality standards at a community level and begin using a comprehensive – yet simple to use – system for measuring literacy in Onondaga County across the life span
h. Research and select a centralized tracking and impact evaluation system for implementation in Onondaga County. This system will also track broader literacy coalition and community change goals
i. Develop standards and measurable targets for each of the Community Literacy Indicators so programs will be able to track learner progress across funding streams and program types

Advocacy

j. Create a literate community by providing wrap around resources and support across the life span, linking Pre-K, K-12, adult and family education, literacy and vocational providers into a cohesive collaborative network
k. Advocate for changing the funding mechanisms for schools to promote secure resources necessary for student achievement and parent involvement
l. Support the CNY Reads (coordinated by Onondaga County Public Library), which encourages community members to read the same book and provides discussion opportunities that foster community building

Marketing & Public Relations

m. Develop a large scale, comprehensive media campaign to build public awareness of literacy: A Marketing & Public Awareness Committee of the Literacy Coalition of Onondaga County will create clear, targeted and compelling messages to build support for literacy and link people to resources.
n. Keep learner and school success on the public agenda
o. Deliver a consistent, broad message about the need for lifelong learning

Economic Development

p. Conduct a study showing the economic impacts and costs of low literacy on the community, specific industry or business (turnover, productivity, lost time)
q. Assist employers by making opportunities available to increase workers’ skills
r. Provide effective training for students, job seekers and incumbent workers in order to attract and retain talent as we grow our regional economy

Leadership Council
The following candidates would take the lead for implementing the Community Literacy Plan.  This would include meeting quarterly, approving baselines for all literacy indicators, and preparing and delivering an annual report card to the community for all literacy coalition activities. Start date TBD but no later than May 1, 2008

Executive Director
The Executive Director will report directly to those organizations who as members of the Leadership Council are taking the lead governance and supervision responsibility within the Literacy Coalition of Onondaga County.  The Executive Director will meet monthly with the Managing Partners from the Leadership Council and with the Literacy Action Team.  A Yr. 1-3 Plan of Action will be developed from the Community Literacy Indicators and Priority Recommendations, Community Literacy Forums: health, financial, faith based, learner, neighborhood, the funding gap analysis and Literacy Mapping Project. Start date Spring 2008

Literacy Action Team
The Advisory Board (Literacy Action Council) will be made up of representatives from standing committees and task forces (below) to include literacy providers, funders, former circle leaders, learners, community members, business owners, public officials, and all others from the partners list above.  This Literacy Action Council will draft a Yr. 1-3 Plan of Action by June 1, 2008.  Members will meet monthly with the Executive Director.
