to literacy in the Syracuse Area. Below you will find
the members of FLAGS.

Central New York Community
Foundation, Inc.
The Central New York Community Foundation has
served the community for 78 years, receiving,
managing and distributing charitable funds for
the benefit of not-for-profit organizations in
Onondaga and Madison counties. The Community Foundation
has over $96 million in assets, and awards more
than $5 million in grants to not-for-profit organizations
annually. The Community Foundation awards grants
four times a year for innovative programs in areas
of arts and culture, civic affairs, education,
environment, health, and human services.

read ahead
read ahead is the Central New York Community
Foundation’s multi-year grantmaking initiative
and public information campaign to address the
issue of literacy from early childhood to adulthood.
Grantmaking focuses on strengthening local literacy
service providers and their programs. read ahead
reaches out to volunteers, donors and those
needing literacy services. To learn more, visit

The Consortium for Children’s
Services, Inc., provides home- and center-based
services that empower caregivers to promote successful
emotional, physical, educational and economic
outcomes for children and their families. The
Consortium has over 30 years of experience providing
quality, hands-on parent education through a staff
with extensive knowledge of the entire spectrum
of child development topics, including education/family
literacy, family systems, budgeting, communication
and community resources. We provide these services
through the following programs: Magic Bus (daycare
provider training), Teen Parents and Babies, Even
Start Family Literacy Program of Onondaga County
(in collaboration with OCM-BOCES), LaFayette Investing
in Family Education (a.k.a., L.I.F.E., an Even
Start program that is a partnership with the LaFayette
Central School District, the Onondaga Nation and
OCM-BOCES), the 21st Century Community Learning
Center Project (in collaboration with the LaFayette
Central School District), Literacy Works (a partnership
with OCM-BOCES and Partners in Learning, Inc.)
and FamiliesWork™.

The Even Start Family Literacy
Program of Onondaga County is a comprehensive
home-based/center-based program providing adult
education, parenting, early childhood and job
search activities. The program assists parents
to become their child’s first teacher, links
parents with their child’s school and prepares
the child for school. The program builds on the
strengths of the families. To be eligible for
the program, families need at least one child
under the age of 4, and one parent needs to work
on his/her GED. Even Start is a partnership between
OCM BOCES and the Consortium for Children’s
Services that began in 1996.
Program Goals:
- To break the cycle of illiteracy and poverty
- To assist parent’s in becoming their
child’s first and preparing their child
for school
- To link the parent with their child’s
school
- To provide adult education instruction for
GED and/or employmet
- To model and teach parents developmentally
appropriate early childhood activities and parenting
strategies
- To access community resources and services
Outcome Measurements/Results:
The program has performance indicators in the
following areas and benchmarks.
For the adults:
- Academic gain –Parent will improve
at least one grade level in reading or math
after 100 hours of instruction
- Attainment of the GED
- Employment gain and/or retention
- Post secondary training
For the Children:
- Children’s attendance will be the same
or better than their peers
- Preschool children below the 50th percentile
on the PLS 4 will improve one percentage point
on auditory and expressive
- Children will read on grade level
- Children will be promoted
Population Served (e.g. numbers, ages,
gender, ethnicity, geography): The program targets
economically and educationally disadvantaged families
with at least one child below the age of four.
Families will be at or below the federal poverty
level and adults will be below 8th grade in reading
or math. |

Literacy
Works – A Family Literacy Program
Literacy Works is a comprehensive, four component
family literacy program serving families with
children birth –sixteen with home/center-based
activities. An evening program is available near
Le Moyne College. The goals are very similar to
Even Start. The funding is through the Workforce
Investment.

The Learning Disabilities
Association of Central New York, a
not-for-profit agency, provides services for
individuals and families affected by learning
disabilities. Our services include: Educational
Consultations, Adult Services, Adult Recreation
Group, Referral Services, Conferences, Summer
Program, Services to Employers and Library/audio-Visual
Resource Center.
